Good question,
some times, when is a film, you can say, ok, lets save for 3 hours, or 3.5h ;
but I undertand, most of the times, we prefer to think like the old VCRs machiche time-start , and time-end.
So, I would go for the second option

Yes, start/stop, because in a tv magazine, the duration of a tv show is not mentioned but there is the start hour of the next program.
